The restriction of the Winter Fuel Payment to only those receiving Pension Credit or other means-tested benefits reduces the number of recipients in England and Wales from 10.8 million to 1.5 million households. This change leaves many low-income pensioners in Norfolk without crucial support during the coldest months, forcing difficult choices between heating and other essential expenses.
Particularly in areas like North Norfolk, with the 2021 Census showing it has the oldest average population in the UK (with a median age of 54 vs 40 nationally), this will have a disproportionate impact. Even the government’s own estimates show that these cuts are expected to push an additional 50,000 pensioners into relative poverty next year nationwide.

Community Warm Spaces: Partnering with local charities and community centers, the council has established "warm hubs" across the county, providing residents with a welcoming space to stay warm and access additional support during the winter.
Cost-of-Living Vouchers: Over £3.6 million has been distributed as vouchers to families eligible for free school meals, ensuring that children from low-income households continue to receive nutritious food during school holidays.
Norfolk Assistance Scheme: An additional £1 million has been directed to help households in financial crisis, covering essentials such as food, utility bills, and household items.
